ORDER:

The Hon'ble Supreme Court of India, in its order first read above, has issued fifteen interim guidelines in Part B of the judgement relating to mental heaith sateguards,suicide prevention, and holistic welfare mechanism acrossall educational institutions, including public and private schools, colleges, universities,training centres, coaching institutes, residential academies, and hostels, irrespective of their affiliations. One of the guidelines mandates that all educational institutions shall adopt and implement a uniform mental health policy, drawing cues from the UMMEED Draft Guidelines, the MANODARPAN initiative, and the National Suicide Prevention Strategy; and that this policy shall be reviewed and updated annually and made publicly accessibie on institutional websites and notice boards of the institutes.

2. In the Govemment Order second read above, a Committee under the Chairmanship of Dr.S.Vineeth, 1.A.S., Joint Secretary, Health and Family Welfare was constituted to adopt and implement a uniform mental health policy pertaining specifically to issues of mental health in educational institutions in Tamil Nadu with representatives from the Health and Family Welfare, School Education, Higher Education, Law, and Home Departments, as well as specialists and Non-Governmental Organizations (NGOs) specializing in mental health.

3. In the leter third read above, the Committee has submitted a draft Mental Health Policy for Educational Institution in Tamil Nadu. The inputs of Higher Education and School Education were obtained and included.

4. The Government, after careful examination, have decided to issue the "Mental Health Policy for Educational Institutions in Tamil Nadu" as annexed to this order.

ORDER:

The Hon'ble Supreme Court of India, in its order dated 25.07.2025 in Cr. Appeal @ SLP (Crl) No.6378 of 2024, in exercise of the powers conferred under Article 32 of the Constitution for the enforcement of fundamental rights, and treating the pronouncement as law declared by the Court under Article 141, has issued fifteen interim guidelines, applicable to all educational institutions across India,including public and private schools, colleges, universities, training centres, coaching institutes, residential academies, and hostels, irrespective of their affiliation.

2. Among these guidelines, the Hon'ble Supreme Court directed that all educational institutions shall adopt and implement a uniform mental health policy,drawing cues from the UMMEED Draft Guidelines, the MANODARPAN initiative, and the National Suicide Prevention Strategy; and that this policy shall be reviewed and updated annually and made publicly accessible on institutional websites and notice boards of the institutes.

3. During the meeting held on 3rd September, 2025, regarding implementation of the fifteen guidelines in Tamil Nadu, the Chief Secretary directed constitution of a Committee under the Chairmanship of Dr. S.Vineeth, IAS, Joint Secretary, Health and Family Welfare, with representatives from the Health and Family Welfare, School Education, Higher Education, Law, and Home Departments, as well as specialists and NGOs specializing in mental health, to adopt and implement a uniform mental health policy pertaining specifically to issues of mental health in educational institutions in Tamil Nadu.
