ABSTRACT

Tamil Nadu Government Servants’ Conduct Rules, 1973 - SimpleGov - Simplification of procedures for acquiring/disposing of vehicle by Government Servants - Intimation through IFHRMS - Instructions - / issued.

ORDER :

In the Government order first read above, the SimpleGov initiative commenced with the formation of the Screening Committee and the Empowered Committee and the detailed process to be followed therein.

1. Sub-rule (2) of rule 7 of the Tamil Nadu Government Servants' Conduct Rules, 1973 prescribes that a Government servant who enters into any transaction concerning any movable property exceeding his total monthly emoluments in value, whether by way of purchase or sale, shall report to the prescribed authority within one month from thR datR Of every such transaction.

2. Further, according to clause (a) of sub-rule (4) of rule 6 of the Tamil Nadu Government Servants' Conduct Rules, 1973 no Government servant shall, save in the ordinary course of business with a bank or a firm or a Public Limited Company of standing, duly authorised to conduct banking business either himSe’If or through any member of his family or any other person acting on his behalf, lend or borrow money as principal or agent, to or from any person specified therein or lend money to any person at interest or in a manner whereby return in money or in kind is charged or paid and as per the proviso to said clause,the Government servant shall enter into such transaction with the previous sanction of the Government.

3. The SimpleGov proposal for simplification of procedures for acquiring/ disposing of vehicle by Government servants was compiled by the Advisor, SimpleGov, after due consultation vrith the Department concerned and placed before the Screening Committee for its recommendation on 02.02.2026. The Screening Committee after due consideration has recommended to the Empowered Committee for its decision.

4. In the Empowered Committee meeting held on 09.02.2026, among others, the Committee perused and examined the recommendation of the Screening Committee on the possibilities for simplification of the process of acquiring/disposing of vehicle by Government servants and arrived at the following decisions:-

(a) Default digitisation: The existing paper-based process for reporting under rule 7(2) of the Tamil Nadu Government Servants' Conduct Rules, 1973 shall be fully digitised through IFHRMS platform.

(b) Mandatory entry in the Service record: ÆI vehicle sanction and intimation records shall be automatically synchronized with the employee's digital service record maintained in IFHRMS portal.

(c) Self-declaration protocols for vehicle acquisition/disposal: A self-declaration mechanism shall be introduced for vehicle acquisitions funded entirely through personal savings or institutional loans.

(d) Clarification on borrowing under Rule 6(4)(a) of Tamil Nadu Government Servants' Conduct Rules,1973: Rule 6(4)(a) shall be clarified to state that loans sanctioned by banks, public financial Institutions or registered non-banking financial companies for the purchase of motor vehicles shall not be treated as transactions requiring prior sanction or intimation.

5. Accordingly, the Government have examined the recommendation of the Empowered Committee regarding simplification of the process of acquiring/ disposing of vehicle by Government servants and has decided to issue the following instructions In this regard:-

(1) The Government servant shall submit an intimation regarding the transaction of acquiring/disposal of vehicle with the value exceeding three months total emoluments within one month from the date of such transaction under sub-rule (2) of rule 7 of the said Rule in the prescribed format along with the self-declaration as annexed to this order through IFHRMS portal. No permission shall be required for such transactions.

(2) All the transactions in respect of vehicle purchase or disposal shall be automatically synchronized with the employee’s digital service book through IFHRMS portal w“ith an acknowledgement.

(3) No prior permission is required under clause (a) of sub-rule (4) of rule 6 of the said Rule, for obtaining loans from bank, public financial Institutions or registered non -banking financial companies exclusively for the purchase of vehicle.

6. Necessary amendments to Tamil Nadu Government Servants' Conduct

Rules,1973 will be issued separately to this effect.
