G.O.(Ms).No.158 Municipal Administration & Water Supply (WS1) Department, dated 11.11.2002.

ORDER:

Water is a vital natural resource essential for domestic, agricultural, Industrial and ecological needs. Effective conservation and utilisation of rainwater is inevitable for ensuring water security, Improving groundwater recharge and sustaining water resources. Increasing water demand, rapid urbanisation, changing rainfall patterns and climate variability have further emphasised the need for strengthening rainwater harvesting and groundwater recharge measures. While intense rainfall may result in substantial surface runoff and flooding, Inadequate rainfall during certain periods may Increase dependence on groundwater and other water sources. Therefore, rainwater harvesting needs to be implemented as a continuous water conservation initiative and a people's movement, rather than as a seasonal activity.

2. Tamil Nadu has long history of rainwater harvesting. Recognising its importance, the Government have already issued comprehensive guidelines vide Government Order read above and undertaken various measures for harvesting rainwater from rooftops of Government, residential and other buildings and for harvesting surface runoff.

3. In the Government Order der read above, the Municipal Administration and Water Supply Department has been designated as the Nodal Department for coordinating rainwater harvesting activities of various Government Departments and agencies. A State Level Coordination Committee under the Chairmanship of the Chief Secretary to Government and District Level Coordination Committees under the Chairmanship of the District Collectors have also been constituted for guiding, monitoring, reviewing and coordinating the implementation of rainwater harvesting activities. These Initiatives have yielded significant results and created widespread awareness among the public.

4. However, the effectiveness of rainwater harvesting depends not only on creation of structures, but also on their continued functionality, periodic cleaning, desiiting, repair and maintenance. In several places, existing rainwater harvesting structures require rejuvenation and restoration to regain their original efficiency.

5. STATE-WIDE CAMPAIGN

In view of the above, the Government have hereby decided to issue the following orders for the rejuvenation and implementation of rainwater harvesting as a mass movement. A campaign will be undertaken state-wide with the following theme:

"IMPLEMENTATION OF RAIN WATER HARVESTING AS A MASS MOVEMENT - RENEWED INITIATIVES"

The campaign shall focus on the following objectives:

1. Rejuvenation and restoration of existing rainwater harvesting

Harvesting & Ground Water Recharge. ill. Creating sustained public awareness and community ownership; and

structures; ii . Creation of new rainwater harvesting structures including Roof Top

Iv. Strengthening the monitoring, reporting and review of rainwater harvesting activities. The details of the above 4 components are established in para 6 below.

6. COMPONENTS OF RAIN WATER HARVESTING CAMPAIGN

6.1 REJUVENATION AND RESTORATION:

a. In anticipation of the North-East Monsoon, a State-wide Pre-Monsoon Rainwater Harvesting Campaign shall be undertaken in all districts.

All Government Departments and Local Bodies shall ensure that rainwater harvesting structures under their control are made fully functional before the onset of the North-East Monsoon.

6.2 CREATION FOR NEW RAINWATER HARVESTING STRUCTURES The following measures shall be undertaken:

i. Enforcement of Rain Water Harvesting in building regulations for buildings and in arresting surface runoff: The provisions relating to rainwater harvesting in the building regulations of Urban and Rural Local Bodies shall be effectively enforced and strengthened wherever necessary. These include the following:

a. Rooftop rainwater harvesting shall be actively promoted in all buildings, households, apartment complexes, Institutions, commercial establishments and industries - both for new buildings, as well as the existing buildings where it is not available.

il. Government Departments and Local Bodies to set an Example: Government Departments ments and Local Bodies shall, in particular, ensure that rainwater generated within their premises is appropriately harvested, stored, reused or recharged based on site conditions. The following points are elaborated in this regard:

a. Urban and Rural Local Bodies and the Government Departments shall

Identify suitable locations for harvesting surface runoff from roads, public spaces, institutional premises and other areas. Recharge. trenches, Recharge shafts, percolation pits, recharge wells, storage structures and other suitable measures shall be adopted based on local conditions.

b. Silt traps and suitable filtration arrangements shall be provided wherever necessary to ensure safe ar and effective groundwater recharge.

iii. Rain Water Harvesting in Water Supply Schemes: Rainwater harvesting shall also be made an integral component of new urban and rural water supply schemes, wherever technically feasible. These include construction of Check dams near water tapping sites, construction of soak pits in open water drawal sites etc.,
