 While choosing the Census personnel, adequate number of female enumerators and supervisors may be selected. However, pregnant ladies,persons with severe chronic ailments, persons with severe disabilities, persons below matriculate, persons biased towards specific social/ religious communities, etc. may be avoided to the extent possible as appointing them for field-work would be difficult/counter-productive.

CENSUS OF INDIA 2027- CIRCULAR No.19

Subject: Preparation of District Census Plan.

As you are aware Census 2027 is the 16th Census in the series from 1872 and 8th Census since independence. The intention of conducting Census during the year 2027 has already been notified in the Gazette of India.

2. Population Census is the largest administrative and statistical exercise in the country.Like the previous Censuses, the Census 2027 is being conducted in two phases, namely Phase I-House Listing and Housing Census popularly known as HLO during six months from April to September, 2026 in a period of 30 days as per the convenience of the State Governments and UT administrations along with option of Self-enumeration of 15 days period just before the 30 days period of house-to-house houselisting work. This phase besides providing an unambiguous frame for the 2nd phase i.e. Population Enumeration,would also provide very useful data on housing conditions, amenities available to the households and assets possessed by them. Questions of the Phase I of the Census have been notified in January, 2026. Phase II-Population Enumeration (PE) will be conducted during February 2027 (UT of Ladakh and snow-bound non-synchronous areas of UT of Jammu and Kashmir and States of Uttarakhand and Himachal Pradesh, Phase II will be conducted during September 2026). In phase II, information on demographic, socio-economic, education, migration, fertility ete, will be collected from each individual.

3. To facilitate improvement in quality and faster release of Census data, a number of initiatives have been adopted for Census 2027 as mentioned below:

(a) Digital approach for data collection: The data collection in the Census 2027 is planned to be done by digital means. An enumerator has to collect and submit data directly through Mobile App, using her/ his smart phone and syne the same directly on census web server. In addition to this, an online provision for self-enumeration through Self Enumeration portal (SE portal) has been made for the households, who would like to fill the census schedule on their own. For this one has to login on the SE portal with his mobile no. and OTP for filling the requisite information on Census schedule.

(b) The Census Management & Monitoring System (CMMS) portal is being used for management and monitoring of various Census activities like allocation of work to Census functionaries including Enumerators and Supervisors, management of training for Census oficials, progress of work in the field by each enumerator, autogeneration of Census Records/Abstracts, etc.;

(c)The creation and demarcation of House Listing Blocks (HLBs) and formation of Supervisory Circles (SCs) will be carried out through HLB Creators (HLBC) web mapping applications.

(d) A Code Directory for all descriptive type questions will remain available in the mobile app.;
