Conduct of Pre-Test for Census 2027 in Selected Areas of Tamil Nadu
Government of India has declared that Census of Population of India, 2027 shall be under taken during the year 2027 vide Notification No. S.O. 2681 , dated 16.06.2025 which was republished in Tamil Nadu Gazette , dated 16.07.2025.
The Office of the Registrar General & Census Commissioner, India, Ministry of Home Affairs, Government of India, is conducting the Pre-Test for Census of India 2027 in selected sample areas across all States and Union Territories, under the provisions of Section 17A of the Census Act, 1948, read with Rule 6D of the Census Rules, 1990, and as notified in the Gazette of India Notification No. S.O. 4698(E) dated 16.10.2025.
The Pre-Test is an essential preparatory exercise conducted before every decennial Census. It is designed to evaluate the concepts, procedures, questionnaires and digital tools proposed for the main Census operations. The findings from this exercise will help identify and address potential operational challenges before the nationwide rollout of Census 2027, which will be India’s first fully digital Census.
For the first time, during the Pre-Test, data will be collected using mobile applications, and Digital Layout Maps will be prepared. The entire operation will be managed and monitored through the Census Management and Monitoring System (CMMS) Portal, a web-based platform developed for real-time supervision and progress tracking.
The Pre-Test for the first phase of the Census 2027 that is House listing and Housing Census will be conducted from 10th to 30th November 2025, with an option for Self-Enumeration from 1st to 7th November 2025.
In Tamil Nadu, three Census Charges have been selected in consultation with State Government for the Pre-Test:
Anchetty Taluk, Krishnagiri District (Rural)
Part of R.K. Pet Taluk, Thiruvallur District (Rural)
Mangadu Municipality, Kancheepuram District (Urban)
The Directorate of Census Operations, Tamil Nadu will closely coordinate with the Government of Tamil Nadu for the smooth conduct of the Pre-Test, including professional guidance, training, and supervision.
Fieldwork will be carried out by State Government officials drawn from various departments such as Education, Revenue, Health, Sanitation, and Local Bodies. Training for Enumerators and Supervisors will be conducted before field operation.
The public in the selected sample areas are earnestly requested to extend full cooperation to Census field staff during the Pre-Test. Accurate information and a welcoming attitude will help refine the tools and processes to ensure the main Census exercise is smooth and efficient.
The Pre-Test represents a vital step toward refining the operational framework, digital workflows, and training modules for the upcoming Census.
The exercise will help to ensure greater accuracy, efficiency, and readiness for the nationwide Census 2027 operations.
