களஞ்சியம் ஆப் மூலம் ஊதியம் அல்லாத பிற நிதிகளை பெறுவதற்கு தேவையான ஆவணங்களை சமர்ப்பித்து நிதியை பெற்றுக் கொள்ளலாம் என்று அரசு தெரிவித்துள்ளது. இந்த நடைமுறை வரும் ஆகஸ்ட் 1ம் தேதி முதல் அமலுக்கு வருகிறது

Kind attention is invited to the references cited.

As per the policy decisions of the Government with regard to DAAS, after the implementation of IFHRMS, the dispensing with of physical Vouchers in respect of Salary has been accepted by the Accountant General, Tamilnadu in principle.

• In this regard, the following decisions have already been taken on dispensing of physical vouchers relating to Salary items based on Accountant General, Chennai Concurrence.

1. Dispense with submission of physical salary vouchers to Accountant General,Chennai for salary bills with effect from the month of February 2025.

2. Drawing and Disbursing Officers of all Departments were requested to submit online salary bill at least 2 working days (T minus 2) before Salary Payment date by concerned Pay and Accounts Officers / Treasury Officers who are under their Control.

In continuation of the above, it was decided to dispense with submission of Physical Vouchers and Sub Vouchers of non-salary bills, based on the recommendations of the Officials of the Accountant General's Office.

The dispensing of Physical Copies of Non-Salary bills shall be implemented in 2 phases with Phase I from August 2025 accounts and Phase II from October 2025 accounts as per the decision taken in the meeting with Accountant General Officials

Phases of Dispensing of Vouchers

Phase I

Details of Vouchers to be dispensed

1. Physical Vouchers upto the value of Rs.

20,000/-(Bills)

2. In addition, without Ceiling limit the Bills related to EB & Telephone bills, FA, Advance bills viz., EA,MCA, MA, HLA, GPF_TA. All advances and refund bills (C-list), DCRG, GPF, CVP, first Pension

W.e.f. August 2025 Accounts (to be rendered in September 2025)

Phase II

1. Physical Vouchers More than the value of Rs.

20,000/-(Bills)

2. All Bills related to Grants (D-List) and all other

Vouchers which are not mentioned in Phase I

October 2025 Accounts (to be rendered in November 2025)

Further, instructions are issued to check the following points while dispensing of Vouchers and Sub Vouchers

Duplicate Sub Vouchers / Multiple claims should be watched.
Validation check is also recommended to check scanned documents.
Official of Accountant General's Office further reiterated that scanned Document attachment should be made compulsory if the amount of Sub Vouchers exceeds Rs.2000/-
For work bills all the hardcopies which are attached in the bill should be scanned
and attached compulsorily.
The File size is 1.5 MB per attachment and n' number of attachments can be
attached.
Necessary documents to be scanned / attached should also be checked.

The DDOs under your control shall be sensitized so that the dispensing of hardcopies for non-salary items can be implemented with effect from 01.08.2025 in a smooth manner.

The above instructions and any further advice given in future shall be scrupulously followed.

In the reference 1s cited , the Goverment have issued orders amending the Subsidiary rule 14 under Treasury rule 16 in Tamil Nadu Treasury Code, Volume -I as

"Provided that the Dearness Allowance (DA) arrear shall be claimed in the monthly salary bill along with arrear, if any, positively on the same month consequent on the enhancement of the Dearness Allowance as ordered by the Government from time to time"

In the reference 2nd, 3d and 40 cited, Government have issued orders for enhancement of Dearness Allowance from 01/01/2025 for employees and Pensioners.

In this regard, it is informed that the arrears of Dearness Allowance for employees and pensioners may be admitted/claimed along with the pay bill of this month(05/2025).

The integrated Financial and Human Resources Management System(IFHRMS) was implemented from January 2020 and all the Bills and Challans are processed through IFHRMS.

The Monthly Accounts are being compiled in IFHRMS and sent to AG as e-Data through SFTP since January 2020 and district wise monthly accounts with physical vouchers are also being sent to Accountant General by concerned Pay and Accounts Offices and District Treasuries.

Now a new auditing tool Digital Audit and Accounting system (DAAS) has been developed for AG to audit all the vouchers and sub-vouchers online. This tool enables Accountant General to view the vouchers and its attachments online.

Therefore, in the reference cited, the Accountant General has agreed to dispense with submission of physical vouchers for salary with effect from 01.02.2025.

In view of the above, following proposals have been suggested after detailed discussions with Subordinates / District Officials of this department.

1. Dispense with submission of physical salary vouchers to District Treasuries/Pay and Accounts Offices with effect from 01.03.2025 for salary bills.

2. Status-quo to be maintained for February 2025 and physical salary vouchers to be received and retained at Concerned District Treasury / Sub Treasury.

In this connection, as per the Income tax Act 1961 / Income Tax department circulars, Drawing and Disbursing Officer's responsibility includes filing of Quarterly returns in Form 24(Q) with Income Tax Department. This statement contains details of tax deducted at source from salary of employees.

The statement/returns have to be filed on Quarterly basis with due dates as below:

Quarter Period Due Date of TDS Return

Q1 April-June. July 31

Q2 July-September. October 31

Q3 October-December. January 31 (Next Year)

Q4 January-march. May 31

Consequences of non-filing of TDS return/non filing of return by due date will entail paying of late filing fee at the rate of Rs.200 per day for every continuous day of default (under sec 234(E)).

Hence, all Drawing and Disbursing Officers under your control may be instructed to file the quarterly returns in time. ie FORM 24Q return pertaining to July - September within October 31st.

IFHRMS - ஏப்ரல் 2024 முதல் Income Tax Auto Deduction நடைமுறைக்கு வரவுள்ளதால் கீழ்காணும் நடைமுறைகளை பின்பற்ற உத்தரவு...

அனைத்து பணம் பெறும் அலுவலர்களின் கவனத்திற்கு,

ஏப்ரல் 2024 முதல் Income Tax Auto Deduction நடைமுறைக்கு வரவுள்ளதால் கீழ்காணும் நடைமுறைகளை பின்பற்றுமாறு அறிவுறுத்தப்படுகிறது.

1. ஏப்ரல் 12-க்குள் PAN Number இல்லாத பணியாளர்களுக்கு Employee Profile-ல் PAN Number update செய்ய வேண்டும்.

2. PAN Number இல்லாத பணியாளர்களுக்கு வருமான வரித்துறையின் விதிகளின் படி தானாகவே 20% Income Tax பிடித்தம் செய்யப்படும்.

3. அனைத்து பணியாளர்களும் TDS பிடித்தம் முறை Old Regime அல்லது New Regime என்பதை தேர்வு செய்ய வேண்டும்.

4. களஞ்சியம் Mobile App அல்லது களஞ்சியம் மென்பொருளில் Employee Self Service ஆகிய இரண்டு வழிகளில் பணியாளர்கள் option-ஐ தேர்வு செய்யலாம்.

5. ஏப்ரல் 12-க்குள் Income Tax Option-ஐ தேர்வு செய்யாத பணியாளர்களுக்கு தானாகவே New Regime தேர்வு செய்யப்படும்.

6. Old Regime தேர்வு செய்த பின்பு பணியாளர்கள் தங்களது declaration-ஐ (Savings மற்றும் Expenses) Self Service-ல் கொடுக்க வேண்டும்.

7. Initiator தங்களது அலுவலக அனைத்து பணியாளர்களுக்கும் Initiator id -ல் Option-ஐ தேர்வு செய்யலாம் மற்றும் Declaration work ஆகியவற்றை செய்ய இயலும். Intiator-ன் Employee Self Service portal-லில் இதனை செய்யலாம்.

8. ஒவ்வொரு மாதமும் Payroll Run-க்கு முன்னதாக Declaration-ஐ மாற்றிக்கொள்ளலாம்.

9. Old Regime தேர்வு செய்த பணியாளர்கள் டிசம்பர் மாதம் 10-ம் தேதிக்குள் தங்களது சேமிப்பு மற்றும் செலவுகளுக்கான அசல் ரசீதுகளை Scan செய்து IFHRMS மென்பொருளில் பதிவேற்றம் செய்ய வேண்டும்.

10. அவ்வாறு அசல் ரசீதுகளை பதிவேற்றம் செய்யாத பட்சத்தில் December மாதம் முதல் IT கூடுதலாக பிடித்தம் செய்யப்படும்.

11. அனைத்து பணியாளர்களும் தங்களது Income Tax Projection Report-ஐ Employee Service --> Reports --> Income Tax Projection Report Self Service பதிவிறக்கம் செய்து கொள்ளலாம்.
