Announcement — The mortal remains of the deceased donor to be honoured on behalf of the State Government" — Guidelines Issued. 

HEALTH AND FAMILY WELFARE (Z1) DEPARTMENT 

G.O.(Ms) No:331 , Dated: 07.10.2023

ORDER:- 

Organ donation is an act of supreme nobility wherein the deceased donor, by donating his/her organs, gives a second lease of life to many persons suffering with organ failure. The brain dead (deceased) donors organs like the kidneys, liver, lungs, heart, intestines, pancreas, hands, and skin etc., can be donated with the consent of the family of the deceased person. 2. The Department of Health and Family Welfare Government of Tamil Nadu and the Transplant Authority of Tamil Nadu (TRANSTAN) have consistently taken efforts to support the deceased donor transplant program in the State. Tamil Nadu has been a forerunner in this program and has been adjudged as the best performer across the country. This feat has been possible only due to the supreme sacrifice of the deceased donors and the benevolent decision of the families. 

3. In recognition of the above, the Hon'ble Chief Minister, in his Press Release, dated 23.09.2023 has announced that the "Mortal remains of the deceased donor will be honoured on behalf of the State Government during the performance of the last rites". 

4. After careful examination, the Government issues the following guidelines:-l. The information of the organ retrieval from a brain dead person shall be conveyed to the District Collector through the Dean / Medical Superintendent / Chief Medical Officer for Government Hospital concerned and through the Joint Director of Medical and Rural Health Services in case of private hospitals without delay so that the honouring of the mortal remains can be done in time. 

II. The honours on behalf of the State Government will be accorded to the deceased organ donors after organ retrieval, by the district administration. The District Collector shall accord the honours. In case the District Collector is unable to personally come in view of his/her preoccupation elsewhere, he/she will depute a Senior District / Divisional official such as Additional Collector (Revenue) / District Revenue Officer / Sub Collector / Revenue Divisional Officer / for according the honour. 

III. At the time of performance of the last rites at the deceased donors residence, the honour will be accorded by placing a wreath or garland on the mortal remains of the deceased donor. 

IV. The District Collector shall also issue a detailed Press Release with the photograph of the donor recognizing the supreme sacrifice of the deceased donor and the benevolent decision of the family to donate the organs of the brain-dead person.
