ORDER:
In the Government Order first read above, consolidated eligibility criteria for appointment to the posts of Anganwadi Worker, Mini Anganwadi Worker and Anganwadi Helper under the Integrated Child Development Services were issued.
2. Subsequently, in the Government Orders second, third, fourth and seventh read above, orders have been issued revising/adding certain eligibility criteria for appointment to the posts of Anganwadi Worker, Mini Anganwadi Worker and Anganwadi Helper.
3. The Government of India, in their letter fifth read above, have issued among others certain guidelines prescribing criteria such as age, educational qualification,retirement age, etc., for appointment to the posts of Anganwad Worker and Anganwadi Helper under the Integrated Child Development Services.
4. In the letter eighth read above, the Director cum Mission Director,Integrated Child Development Services has submitted proposal stating that the Government of India has launched new scheme 'Nutrition as well Education'(PBPB), with an objective to improve the quality of education in the Anganwadi centres along with the focus on nutrition. In order to improve the teaching skills,efficient persons are required in Anganwadi centres for which the Anganwadi Worker as well as Anganwadi Helper with higher educational qualification is necessary. The appointed Anganwadi Worker and Anganwadi Helper are expected to impart basic education to the children in a simple and effective manner and to identify their long term suitability, these employees may be appointed on a temporary basis on consolidated pay, after which they may be absorbed on Special time scale for the post of Anganwadi Worker, Mini Anganwadi Worker and Anganwadi Helper.
5. The Director cum Mission Director, Integrated Child Development Services, based on the guidelines of the Government of India, as well as the existing eligibility criteria, has sent a proposal seeking to issue consolidated eligibility criteria for appointment to the posts of Anganwadi Worker, Mini Anganwadi Worker and Anganwadi Helper in order to ensure uniformity in the appointment process and to permit to fill up 3,886 vacancies of Anganwadi Worker post on temporary basis on consolidated pay of Rs.7,700/- per month, 305 vacancies of Mini Anganwadi Worker post on temporary basis on consolidated pay of Rs.5,700/- per month and 3,592 vacancies of Anganwadi Helper post on consolidated pay of Rs.4,100/- per month, totally 7,783 posts in Anganwadi centres, where 21 and above children are attending pre-school education. The Director cum Mission Director, Integrated Child Development Services has also sought for permission to make appointments to the posts of Anganwadi Worker,Mini Anganwadi Worker and Anganwadi Helper as per the revised the eligibility criteria and to bring them into special time scale of pay after completion of twelve months of their work.

The following amendment is issued to the Ruling under the Fundamental
Rules:-
2.The amendment hereby made shall come into force on the date of issue of order.
In the said Fundamental Rules, under rule 26(a), in ruling (13), for paragraph(ix), the following paragraph shall be substituted, namely:-
"(ix)The increment of a Government servant which falls due in a quarter may be sanctioned on the first day of that quarter eventhough he retires from services or expires prior to the actual date of accrual of increment".

In the Government Order cited, amendment has been issued to ruling 13 (ix) under Fundamental Rules 26 (a) that the increment of a Government Servant which falls due in a quarter may be sanctioned on the first day of that quarter even though he retires from services or expires prior to the actual date of accrual of increment.

2) In this connection, the following Clarification is issued to the The above ruling 13 (ix) is applicable only for the Govemment Servants who have been promoted on the verge of their retirement. As per this ruling 13 (ix) of Fundamental Rules 26(a), increment of a Government Servant which falls in a particular quarter may be advanced to the first day of that quarter even though he has not completed one year of qualifying service and retires / expires from service in the said quarter and not in the earlier quarter.

Date of Promotion / appointment to higher post : 14-06-2015
First day of quarter of next annual increment : 01-04-2016
Date of completion of one year qualifying service : 14-06-2016

In the above said case, the individual has not completed one year qualifying service in the higher post and retired from service on 30.04.2016 due to superannuation / expired, as the case may be. However, he retired from the service I expired in the quarter in which the annual increment due falls. Hence, the annual increment is to be advanced to the first day of the quarter and sanctioned to the individual if he, otherwise, satisfies the provisions in Fundamental Rules 26.

ORDER:
As per the provisions under Fundamental Rules 26 (a), the annual increments of the Government Servants are regulated in four quarters viz. 1% January. 1 April,1" July and 1' October. However, there is no provision in the Fundamental Rules to sanction annual increments in the case of the Government Servants who have rendered one full year of service and retires on superannuation on the last date of completion of one year and their increment due date falls on the next day of superannuation, As such an anomalous situation arises in the case of those Government Servants who retires on the 31" March. 30" June. 30* September and 31" December, as the case may be.inspite of the fact that they have compleled one full year of service which are countable for increment as per Fundamental Rules 26(a),(b).(bb).(c) and (d) as the case may be.and on the date of retirement.
2) The above issue was brought to the notice of Pay Grievance Redressal Cell constituted in the Government Order second read above by several Empioyees Association for due rectification. The Pay Grievance Redressal Cell, among others.has recommended that "when date of increment of a Government Servant falls due on the day following superannuation on completion of one full year of service, such service may be considered for the benefit of a notional increment purely for the purpose of pensionary benefits and not for any other purpose. Such concession may be made applicable prospectively".
3) After careful consideration, the Government have decided to accept the above recommendation of Pay Grievance Redressal Cell. Accordingly, the Government direct that a Government Servant whose increment falls due on the day following superannuation, on completion of one full year of service which are countable for increment under Fundamental Rules 26, be sanctioned with one notional increment at the rale as described under rule 6 of Tamil Nadu Revised Scales of Pay Rules, 2009,purely for the purpose of pensionery benefits and not for any other purpose. The above concession of sanction of notional increment shall take prospective effect from the date of issue of this order.
4) Necessary amendment to the Fundamental Rules shall be issued by Personnel and Administrative Reforms Department separately.

அதேசமயம், 5,418 பணியிடங்களில் பணிபுரிபவா்கள் ஓய்வு பெறும்போது அவை ரத்து செய்யப்படும் எனவும் உத்தரவு பிறப்பிக்கப்பட்டுள்ளது.
இதற்கான அரசாணையை பள்ளிக் கல்வித் துறைச் செயலா் சோ.மதுமதி திங்கள்கிழமை வெளியிட்டுள்ளாா்.
அரசாணையில் கூறியிருப்பதாவது: பள்ளிக் கல்வித் துறையில் முதன்மை கல்வி அலுவலா், மெட்ரிக் பள்ளி ஆய்வாளா், சட்ட அலுவலா் உள்பட 55 வகையான பணியிடங்கள் உள்ளன.
இந்தப் பணியிடங்களில் 10 ஆண்டுகளுக்கு மேலாக தற்காலிகமாக பணியாற்றும் பணியாளா்களை நிரந்தரம் செய்வது தொடா்பாக பள்ளிக் கல்வித் துறை முதன்மைச் செயலா் தலைமையில் குழு அமைக்கப்பட்டது.
இந்தக் குழுவின் கூட்டம் கடந்த ஆண்டு பிப்ரவரியில் நடந்தது. இந்தக் கூட்டத்தில், தற்காலிகமாக இருக்கக் கூடிய 52,578 பணியிடங்களில் 47,013 இடங்களை நிரந்தரப் பணியிடங்களாக மாற்றலாம் என முடிவு செய்யப்பட்டது.
பணி நிரந்தரம்: மேலும், ஆசிரியா் மற்றும் பல்வேறு ஆசிரியா் அல்லாத 5,418 தற்காலிக பணியிடங்களில் பணியாற்றுவோா் ஓய்வு பெற்றவுடன், அந்தப் பணியிடங்கள் ரத்து செய்யவும் முடிவு செய்யப்பட்டது.
இந்த முடிவுகளை ஏற்று உரிய உத்தரவுகளைப் பிறப்பிக்க வேண்டுமென பள்ளிக் கல்வி இயக்குநா் சாா்பில் அரசுக்குக் கோரிக்கை விடுக்கப்பட்டது. இந்தக் கோரிக்கையை ஏற்று, ஆசிரியா் மற்றும் ஆசிரியா் அல்லாத 47,013 தற்காலிக பணியிடங்கள் நிரந்தர பணியிடங்களாக மாற்றப்படும்.
இதேபோன்று 5,418 பணியிடங்களில் ஊழியா்கள் ஓய்வு பெற்ற பிறகு ரத்தாகும் என உத்தரவில் தெரிவிக்கப்பட்டுள்ளது.
பட்டதாரி ஆசிரியா்கள் 28 ஆயிரம் போ்: நிரந்தரம் செய்யப்படும் பணியிடங்களில் முதுநிலை ஆசிரியா் பணியிடங்கள் 5,741, பட்டதாரி ஆசிரியா்கள் 28,030, கணினி பயிற்றுநா் 1,880 போ் உள்ளனா்.
ஆசிரியா் அல்லாத பணியிடங்களைப் பொருத்தவரையில், இளநிலை உதவியாளா்கள் 3,073 பேரும், ஆய்வக உதவியாளா்கள் 5,711 பேரும், தொழிற்கல்வி ஆசிரியா்கள் 3,035 பேரும் உள்ளனா். குறைந்தபட்சமாக உயா் கல்வி இயக்குநா், திட்ட ஒருங்கிணைப்பாளா், நிா்வாக அலுவலா், உதவி கணக்கு அலுவலா், உதவி இயக்குநா் (மின்ஆளுமை) போன்ற பணியிடங்களில் தலா ஒரு தற்காலிக பணியிடம் மட்டுமே உள்ளன. அரசின் உத்தரவால் அவை நிரந்தரம் செய்யப்பட்டுள்ளன.
