ORDER:


The Inspector General of Registration in his letter sixth read above has stated that the Government of Tamil Nadu is a pioneer in digitization initiatives for the entire country starting with the implementation of STAR platform. In pursuit of continuous technological advancement, the Registration Department had developed STAR 2.0, a comprehensive web based software designed to serve as a turnkey solution for all registration related services.


2. The Inspector General of Registration has also stated that to further augment the transparency & efficiency of the registration process, it is essential to launch anywhere registration. Under this initiative, apart from the technical facilitation necessary administrative orders to mandate the presentation of the documents online will be made. In the Phase I of the Anywhere Registration, the deeds viz., First Sale of Plot with consecutive Deposit of Title Deed for Plot promoters and First Sale of Flat with consecutive Deposit of Title Deed for Builders may be mandated to be presented only by online under the Presenceless mode and thus dispensing the physical visit to Sub-Registrar offices. As per existing citizen charter, the mandate of same day approval and return allowed for the physically submitted documents shall be applicable for presenceless registration also and the Security measures have been ensured to make the process of Presenceless Registration safe and secure.


3. The Inspector General of Registration has further stated that the process of Presenceless Registration has been developed in accordance with the Registration (Tamil Nadu Amendment) Act, 2021 notified in the Government Order first read above and Online Registration Rules, notified in the Government Order second read above. The Online Registration rules have been framed by amending the Section tion 32, 52 and 69 of the Registration Act, 1908. As per the Rules, the document shall be submitted by appending the biometric thumb, capturing of digital fingerprint, capturing of digital photo through the software module and Aadhaar number of the executants and the attesting witnesses are mandatory. The captured finger print shall be compared with Aadhaar database for proving the identity of the executants and witnesses. The Registering Officer shall ensure that the document is in conformity with the provisions contained in the Act and Rules, Orders/Circulars issued thereunder and also that it conforms to the provisions contained in any other enactment which has bearing on registration of a document. This ensures the legal sanctity of the documents registered online. In the Government Order third read above, the list of 18 documents have been notified which may be presented through electronic means for online registration. In Government Order fourth read above, orders have been issued for administrative and financial sanction for implementation of STAR 3.0 and appointment of Consultants, so as to rejuvenate STAR 2.0 with an ambitious STAR 3.0 with innovative cutting edge technologies, considering various baselines including introduction of faceless Registration for all deeds by using latest technology. As a part of the said initiative, under project 3.0 as SPRINT 118 citizen centric services were launched on 22.1.2026 to ensure registration in a simplified and efficient manner. Based on the above Government Order the Inspector General of Registration in his circular fifth read above has instructed that Previously Registered Documents are not necessary for online Registration and the Citizens will complete the process of Registration hassle free without visiting to the Sub Registrar Offices, no physical touch points in registration of the 2 deeds and the documents can be submitted for registration from anywhere anytime (24*7*365).


4. The Inspector General of Registration has further stated that Capacity building for Stakeholders, Training sessions were conducted to all Stakeholders on 10.06.2026 and 12.06.2026 Including Bankers, NBFCs, Document Writers, Advocates and other Stakeholders including CREDAI, BAI, and etc. The suggestions and feedback from the stakeholders were incorporated in the software for seamless Paperless Registration Process. Apart from the above in order to help the stakeholders for seamless registration, an exclusive Call Centre by including Department officials and Technical team of M/s.TCS System Integrator of STAR 3.0 will be setup..


5. The Inspector General of Registration has therefore requested the Government to issue appropriate orders to mandate the presentation of deeds under 'Anywhere Registration' as per the e-Registration Rules as and when the necessary conditions essential for roll out such as software readiness, capacity building to stakeholders are fulfilled for considering the technical readiness and legal sanctity and the need to provide better services to the citizens and to permit the Inspector General of Registration to mandate the two deeds namely First Sale of Plot (Plot promoters), First Sale of Flat (Builders) with consecutive Deposit of Title Deeds only under the Presenceless Registration with effect from 17-08-2026 as part of Phase-I of 'Anywhere Registration'.


6. The Government, after careful examination of the proposal of the Inspector General of Registration hereby accord administrative sanction to mandate the presentation of deeds under anywhere as per the e-Registration Rules as and when the necessary conditions essential for roll out such as software readiness, capacity building to stakeholders are fulfilled and also permits the Inspector General of Registration to mandate the two deeds. namely First Sale of Plot (Plot promoters), First Sale of Flat (Builders) with consecutive Deposit of Title Deeds only under the Presenceless Registration with effect from 17-08-2026 as part of Phase-I of 'Anywhere Registration' and order accordingly.
