Shart title and commencement.-(1) This order tay be called the Natural Gas (Supply Regulation)Order. 2026

It shall come into force on the date of its publication in the Official Gazetle.
Regulation of production, supply and distribution.- The Central Government may, with a view to maintain sopplies and securing equitable distribution and availability of natural gas for priority sectot, hereby directs as under:-
Priority Sector 1
The supply of natural gus to the following sectors shall be treated as priority allocation and shall be maintained subjéct to operational availability to hundred per cent, of their average past six month avetage gas consumption.

Domestic Piped Naturat Cias supply;
Campressed Natural Gias for transport;
LPG production inclading LPG shrinkage roquirements.
Pipeline compressor fuel and other essential pipeline operational requirements.

Priority Sector II
The supply of natural gas to the fertilizer plants shall ensure seventy per cent, of theit past six month average gas consumption, subject to operational availability:
Provided that the units shall not use the gas supply for any other purpose except in the production of fertilizers and a certificate to this effect shall be furnished to the Petroleum Planning and Analysis Cell (hereinafter referred to as the"PPAC") through the Ministry of Fertilizer:

Provided further that allocation to a particular unit may not be diverted to any other unit.
Priority Sectar III
The gas marketing entities shall ensure that gas supply to tea industries, manufacturing and other indastrial consumes suppled through the national gas grid is maintained at eighty pet cent. of theit past sax month average gas consumption subject to operatiomal availability.
Explanation.- For the purpose of gas alocation to this sector, the principles shall be evolved by the PPAC in
courdination with the Industry Committee.

Priority Sector IV
All City Gas Distribution (hereinafter refetred to the "CGD") entities shall ensure that industrial and commercial consumers supplied through their networks receive eighty pet cent, of their past six month average gas consumption sabject to operational availability.
Explanatlon : For the purpose of gas allocation to this sector, the principles shall be evolved by the PPAC in
coordination with the Industry Cammittee.
Gas redistribution. -(1) The gas required to meet the priorities mentioned in paragraph 2 shall be through full ot partial curtailment of gas supplied in the following order of priority:

petrochemical facilities not limited to:
ONGC Petrol additions Limited;
(ini)
GAIL Pata Petrochemical Complex:
Reliance O2C and other High-Pressure High Temperature (HPHT) gas consumers;power plants as requined.
Theoil refintis cognpanies shall absorb the impact of LNG supply disrupcicn to the extent feasible by reduciog gas allocation to refincries to approximately sixty-five per cent, of the past six month gas consumption, subjcct to operational feasibility.
Implementation mechanism of pooliag of gas.-
(1)The Gas Authority of india Limited (hereinafter referred to as the GAIL), in coordination with the PPAC shall manage the supplies of natural gas to implement the above ditections for which it shall submt the invoice price of every diverted yolume of nataral gas to the PPAO
(2) A pooled price shall be notified by the PPAC for the natural gas diverted from nan-priority sectors to priority sectors as specified hetein.
(3) The entities from priarity sector to whom the pooled gas is supplied shiall give an undertaking that the pooled price is acceptable to them and they shall not make the force majeure mitigation supply subject to any litigation as this may be at variance with their existing coatracts.
(4) The entities shall undertake not-to resale the diverted natural gas.
Directious to gas producers, marketers and pipeline eperators. -All entities involved in production, import,marketing, transportation or supply of natural gas including
(5) ONGC, RIL, OlL, Vedanta and other domestic natural gas producers
GAIL and other gas marketing entities,
LNG terminal operators,
Natural gus pipeline operators, and
City Gas Distribution entities,
shall forthwith camply with the directions contained in this ordet, including revision of supply schedules, diversion of supplies and sector-wise allocation of natural gas as directed by the Central Coverment in coordination with the GAIL.
6. Overridiag effect on existing contractaal arrangements.-The provixions of this order shall have effect notwithstanding anything inconsistent contained in the Gas Sale Agreements (GSAs) and other commercial arrangements
7. Furaishing of information.-Every producer, importer, transporier, marketer or distributor of ntural g9s including LNG and regasifled LNG shall fumish information telating to production, imports, stocks, allocation, supply and consumption to the Central Government or to any officer authorised by it.
Explanation. - For the purposes of furnishing information, the Central Goverment authorises the PPAC as the nodal agency.

போக்குவரத்துக்கான சுருக்கப்பட்ட இயற்கை வழிகாட்டிகள்;

விளக்கம்.- இந்தத் துறைக்கு எரிவாயு ஒதுக்கீட்டின் நோக்கத்திற்காக, கொள்கைகள் PPAC ஆல் உருவாக்கப்படும்
தொழில் குழுவுடன் ஒருங்கிணைப்பு.

அனைத்து நகர எரிவாயு விநியோக நிறுவனங்களும் (இனிமேல் "CGD" க்கு பரிந்துரைக்கப்படும்) தங்கள் நெட்வொர்க்குகள் மூலம் வழங்கப்படும் தொழில்துறை மற்றும் வணிக நுகர்வோருக்கு கடந்த ஆறு மாத சராசரி எரிவாயு நுகர்வில் எண்பது பெட் சென்ட் செயல்பாட்டு கிடைக்கும் தன்மைக்கு ஏற்ப பெறுவதை உறுதி செய்ய வேண்டும்.
விளக்கம்: இந்தத் துறைக்கு எரிவாயு ஒதுக்கீட்டின் நோக்கத்திற்காக, கொள்கைகள் PPAC ஆல் உருவாக்கப்படும்
தொழில் குழுவுடன் ஒருங்கிணைப்பு.
எரிவாயு மறுபகிர்வு. -(1) பத்தி 2 இல் குறிப்பிடப்பட்டுள்ள முன்னுரிமைகளைப் பூர்த்தி செய்யத் தேவையான எரிவாயு, பின்வரும் முன்னுரிமை வரிசையில் வழங்கப்படும் எரிவாயுவை முழுமையாகவோ அல்லது பகுதியாகவோ குறைப்பதன் மூலம் செய்யப்பட வேண்டும்:

ONGC பெட்ரோல் அடிஷன்ஸ் லிமிடெட்;

ரிலையன்ஸ் O2C மற்றும் பிற உயர் அழுத்த உயர் வெப்பநிலை (HPHT) எரிவாயு நுகர்வோர்; மின் உற்பத்தி நிலையங்கள் தேவை.
கடந்த ஆறு மாத எரிவாயு நுகர்வில், செயல்பாட்டு சாத்தியக்கூறுகளுக்கு உட்பட்டு, எண்ணெய் சுத்திகரிப்பு நிறுவனங்கள், சுத்திகரிப்புக்கு எரிவாயு ஒதுக்கீட்டைக் குறைப்பதன் மூலம் சாத்தியமான அளவிற்கு, LNG விநியோகத் தடையின் தாக்கத்தை உள்வாங்கிக் கொள்ளும்.
எரிவாயு சேகரிப்பை செயல்படுத்தும் வழிமுறை.-
(1) இந்திய எரிவாயு ஆணையம் (இனிமேல் GAIL என குறிப்பிடப்படுகிறது), PPAC உடன் ஒருங்கிணைந்து, மேற்கண்ட உத்தரவுகளை செயல்படுத்த இயற்கை எரிவாயு விநியோகங்களை நிர்வகிக்கும், இதற்காக திருப்பி விடப்பட்ட ஒவ்வொரு இயற்கை எரிவாயுவின் விலைப்பட்டியல் விலையையும் PPAO-க்கு சமர்ப்பிக்கும்.
(2) முன்னுரிமை அல்லாத துறைகளிலிருந்து முன்னுரிமைத் துறைகளுக்கு குறிப்பிட்ட ஹீட்டீனின்படி திருப்பி விடப்படும் இயற்கை எரிவாயுவிற்கு PPAC ஆல் ஒரு ஒருங்கிணைந்த விலை அறிவிக்கப்படும்.
(3) பூல் செய்யப்பட்ட எரிவாயு வழங்கப்படும் முதன்மைத் துறையைச் சேர்ந்த நிறுவனங்கள், பூல் செய்யப்பட்ட விலை தங்களுக்கு ஏற்றுக்கொள்ளத்தக்கது என்றும், கட்டாய மஜூர் குறைப்பு விநியோகத்தை எந்தவொரு வழக்குக்கும் உட்படுத்த மாட்டார்கள் என்றும் உறுதியளிக்கின்றன, ஏனெனில் இது அவர்களின் தற்போதைய கோட்ராக்ட்களுடன் வேறுபடலாம்.
(4) திருப்பி விடப்பட்ட இயற்கை எரிவாயுவை மறுவிற்பனை செய்யாமல் இருக்க நிறுவனங்கள் உறுதிபூண்டுவிடும்.
எரிவாயு உற்பத்தியாளர்கள், சந்தைப்படுத்துபவர்கள் மற்றும் குழாய் இணைப்பு வழங்குபவர்களுக்கு நேரடியானது. - இயற்கை எரிவாயு உற்பத்தி, இறக்குமதி, சந்தைப்படுத்தல், போக்குவரத்து அல்லது விநியோகத்தில் ஈடுபட்டுள்ள அனைத்து நிறுவனங்களும் உட்பட
(5) ONGC, RIL, OlL, வேதாந்தா மற்றும் பிற உள்நாட்டு இயற்கை எரிவாயு உற்பத்தியாளர்கள்
கெயில் மற்றும் பிற எரிவாயு சந்தைப்படுத்தல் நிறுவனங்கள்,
எல்என்ஜி முனைய ஆபரேட்டர்கள்,
இயற்கை எரிவாயு குழாய் இயக்குபவர்கள், மற்றும்
நகர எரிவாயு விநியோக நிறுவனங்கள்,

6. ஏற்கனவே உள்ள ஒப்பந்த ஏற்பாடுகள் மீதான அதிகப்படியான விளைவு. - எரிவாயு விற்பனை ஒப்பந்தங்கள் (GSAs) மற்றும் பிற வணிக ஏற்பாடுகளில் உள்ள முரண்பாடான எதையும் பொருட்படுத்தாமல், இந்த உத்தரவின் விதிகள் விளைவைக் கொண்டிருக்கும்.
7. தகவல்களை வழங்குதல்.-எல்என்ஜி மற்றும் மறுவாயு நீக்கப்பட்ட எல்என்ஜி உள்ளிட்ட உள்நாட்டு எரிவாயுவின் ஒவ்வொரு உற்பத்தியாளர், இறக்குமதியாளர், டிரான்ஸ்போரியர், சந்தைப்படுத்துபவர் அல்லது விநியோகஸ்தர், உற்பத்தி, இறக்குமதி, இருப்பு, ஒதுக்கீடு, வழங்கல் மற்றும் நுகர்வு தொடர்பான தகவல்களை மத்திய அரசு அல்லது அதனால் அங்கீகரிக்கப்பட்ட எந்தவொரு அதிகாரிக்கும் அனுப்ப வேண்டும்.
