I am to invite attention to the references cited, wherein, it has been brought to the notice of the Government that for the eligible Government servants retiring with a qualifying service of more than 10 years but less than 18 years, sanction of Interim Monthly Payout at 30% of last drawn monthly basic pay may result in the interim payout being higher than the proportionate admissible payout based on the length of service.


2. The Government has examined the issue in detail and it has been observed that in case if the interim payout proves to be higher than the eligible admissible payout, it will lead to recovery of the excess amount, leading to unnecessary hardship to the retired Government servants at a later stage. Further, the net qualifying service under TAPS is yet to be notified and hence the same cannot calculated now to determine the exact admissible payout.


3. In view of the above and after careful consideration, the Government hereby issue the following instructions:


(i) The retired Government servants with a service of above 10 years but less than 18 years, shall be sanctioned interim monthly payout at a flat rate of Rs. 10,000/-, plus applicable dearness relief.


(ii) After notification of the relevant rules and procedures, the actual admissible payout will be worked out for each person based on the eligible qualifying service and the difference will be paid as arrears.


(iii) The retired Government servants with a service of 18 years and above shall continue to be sanctioned the interim payout at 30% of the last drawn monthly basic pay, or Rs.10,000/-, whichever is higher, plus dearness relief as applicable.


(iv) Further, if the interim payout has been sanctioned at 30% of the last drawn monthly basic pay for any person with less than 18 years of qualifying service, the same shall be restricted as mentioned in 3 (i) above and the excess amount paid including the dearness relief shall be recovered in 10 equal instalments from the interim payout/ interim family payout from the month of September 2026.
