தகுதியுள்ள அனைத்து வீட்டு உபயோக நுகர்வோருக்கும் 200 யூனிட் மின்சாரம் இலவசமாக வழங்கப்படும் என மாண்புமிகு முதலமைச்சர் அறிவித்துள்ளார். இது, அதிகரித்து வரும் வாழ்க்கைச் செலவைக் கட்டுப்படுத்துவதன் மூலமும், பணவீக்கத்தின் தாக்கத்தை ஈடுசெய்வதன் மூலமும், சாமானிய மக்களின் நிதிச் சிரமங்களைக் குறைப்பதன் மூலமும், அவர்கள் மீதான சுமையைக் குறைக்க உதவும்.
2. மேற்கண்ட அறிவிப்பின் அடிப்படையில், இருமாதங்களுக்கு 500 யூனிட்கள் வரை மின்சாரம் பயன்படுத்தும் வீட்டு உபயோக நுகர்வோருக்கு, இருமாதங்களுக்கு ஒருமுறை மொத்தம் 200 யூனிட்கள் இலவச மின்சாரம் வழங்கவும், இது தொடர்பாக ஆண்டுக்கு ரூ.1,730 கோடி (ஆயிரத்து எழுநூற்று முப்பது கோடி) கூடுதல் கட்டண மானியத்தை ஏற்கவும் அரசாங்கம் இதன்மூலம் உத்தரவிடுகிறது. இருமாதங்களுக்கு 500 யூனிட்களுக்கு மேல் மின்சாரம் பயன்படுத்தும் நுகர்வோருக்கு, இருமாதங்களுக்கு ஒருமுறை 100 யூனிட்கள் இலவச மின்சாரம் உட்பட, தற்போதுள்ள கட்டண அமைப்பு தொடரும்.
3. மேலே பத்தி 2-இல் அனுமதிக்கப்பட்ட செலவினமானது, தலைமை மின்சார ஆய்வாளர் அலுவலகத்தின் கோரிக்கை எண் 14-02-இன் கீழ் திறக்கப்பட்ட பின்வரும் புதிய கணக்குத் தலைப்பின் கீழ் பற்று வைக்கப்பட வேண்டும்.
"2801 மின்சார மாநிலச் செலவினம் 80 பொது 101 மின்சார வாரியத்திற்கான உதவி AP வீட்டு உபயோக நுகர்வோருக்கு 200 யூனிட் இலவச மின்சாரம், இருமாத நுகர்வு 500 யூனிட் வரை - 311 மானியங்கள் 01 தனிநபர் அடிப்படையிலான மானியம்" (DPC: 2801 80 101 AP 31101)"
4. மேலே பத்தி 3-இல் தொடங்கப்பட்ட மேற்கூறிய புதிய கணக்குத் தலைப்புகளுக்கான மதிப்பீடு, சரிசெய்தல் மற்றும் கட்டுப்படுத்தும் அதிகாரம் தலைமை மின் ஆய்வாளருக்கு உண்டு.
5. சம்பந்தப்பட்ட ஊதியம் மற்றும் கணக்கு அலுவலர், தமது கணக்குப் புத்தகங்களில் மேற்கண்ட புதிய கணக்குத் தலைப்பைத் தொடங்குமாறு அறிவுறுத்தப்படுகிறார்.
6. மேலே பத்தி 2-இல் அனுமதிக்கப்பட்ட செலவினமானது, "புதிய சேவை" எனும் இனமாக அமையும். மேலும், 2026-27 ஆம் ஆண்டுக்கான திருத்தப்பட்ட வரவு செலவுத் திட்ட மதிப்பீட்டில் இதனைச் சேர்ப்பதன் மூலம், சட்டமன்றத்தின் ஒப்புதல் உரிய காலத்தில் பெறப்பட வேண்டும். சட்டமன்றத்தின் ஒப்புதல் நிலுவையில் இருக்கும் வரை, இச்செலவினம் ஆரம்பத்தில் பூர்த்தி செய்யப்படலாம்.
அவசரகால நிதியிலிருந்து முன்பணம் பெறுவதன் மூலம். அடுத்த துணை மதிப்பீடுகள் வரையிலான காலத்திற்குத் தேவைப்படும் உண்மையான தொகையைக் கணக்கிட்டு, அதனை அவசரகால நிதியிலிருந்து முன்பணமாகப் பெறுவதற்கு, இந்த உத்தரவின் நகலுடன், 1963 ஆம் ஆண்டு அவசரகால நிதி விதிகளுடன் இணைக்கப்பட்டுள்ள படிவம் "A"-வில் நேரடியாக நிதி (BG.I) துறைக்கு விண்ணப்பிக்குமாறு தலைமை மின் ஆய்வாளர் அறிவுறுத்தப்படுகிறார். அவசரகால நிதியிலிருந்து முன்பணம் பெறுவதற்கான உத்தரவுகள் நிதி (BG.I) துறையிலிருந்து வழங்கப்படும். மேலும், தலைமை மின் ஆய்வாளர், இந்தச் செலவினத்தை 2026-2027 ஆம் ஆண்டுக்கான திருத்தப்பட்ட வரவு செலவுத் திட்ட மதிப்பீட்டில் சேர்ப்பதற்காக, தேவையான வரைவு விளக்கக் குறிப்புகளை உரிய நேரத்தில் தவறாமல் நிதி (உள்கட்டமைப்பு II/BG.I) துறையில் உள்ள அரசுக்கு அனுப்ப வேண்டும்.
7. மேலே பத்தி 2-இல் அனுமதிக்கப்பட்ட தொகையானது ரொக்கமாகச் செலுத்தப்படாமல், பின்வரும் கணக்குத் தலைப்பின் கீழ் எதிர் வரவு வைக்கப்பட வேண்டும்:
"கே வைப்புத்தொகைகள் மற்றும் முன்பணங்கள் (ஆ) வட்டி இல்லாத வைப்புத்தொகைகள் 8443-00 குடிமை வைப்புத்தொகைகள் 800 இதர வைப்புத்தொகைகள் பிஎம் தமிழ்நாடு மின்சார வாரியத்தின் வைப்புத்தொகைகள் 801 வரவுகள் 02 வட்டி இல்லாதவை" (DPC: 8443 00 800 PM 80102)
8. இது தொடர்பாக, 2003 ஆம் ஆண்டு மின்சாரச் சட்டத்தின் 108 ஆம் பிரிவின் கீழ் தேவையான உறுதிமொழி தனியாக வழங்கப்படுகிறது.
9. இந்த உத்தரவு 10.05.2026 முதல் அமலுக்கு வருகிறது.
10. இந்த ஆணை, நிதித் துறையின் UONo.2800/Infra-II/2026, நாள் 10.05.2026 மற்றும் ASL எண் 2026050067 ஆகியவற்றின் ஒப்புதலுடன் வெளியிடப்படுகிறது.

From the Additional Chief Secretary/Chairman cum Managing Director, TNPDCL Letter No.CFC/RC/FC/DFC/RC/F.Subsidy/ D.No. 265/26, dated 10.05.2026.
ORDER:
The Hon'ble Chief Minister has announced provision of free electricity of 200 units to all the eligible domestic consumers. This will help in easing the burden on ordinary people by addressing the rising cost of living, offsetting the impact of inflation and reducing their financial hardship.
2. Based on the above announcement, the Government hereby order Provision of free electricity of total 200 units bimonthly to domestic consumers with bimonthly consumption of upto 500 units and to bear the additional tariff subsidy of Rs.1,730 crore (One thousand seven hundred and thirty crore) per annum in this regard. For consumers with bimonthly consumption of more than 500 units, the existing tariff structure would continue, including free electricity of 100 units bimonthly.
3. The expenditure sanctioned in para 2 above shall be debited under the following new head of account opened under the Demand No.14-02, Chief Electrical Inspectorate.

4. The Chief Electrical Inspector is the Estimating, Reconciling and Controlling authority for the above said new Heads of Account opened in para 3 above.
5. The pay and Accounts Officer concerned is directed to open the above new head of account in their books of account.
6. The expenditure sanctioned in para 2 above shall constitute an item of "New Service" and the approval of the Legislature shall be obtained in due course of time by an inclusion in the Revised Budget Estimate for the year 2026-27. Pending approval of the Legislature, the expenditure may be initially met
by drawl of an advance from the Contingency Fund. The Chief Electrical Inspector is directed to calculate the actual amount required for the period upto next Supplementary Estimates and apply for sanction of the same as advance from the Contingency Fund to Finance (BG.I) Department directly in Form "A" appended to the Contingency Fund Rules, 1963 along with a copy of this order. Orders for sanction of an advance from the Contingency Fund will be issued from Finance (BG.I) Department. The Chief Electrical Inspector shall also send necessary draft explanatory notes for inclusion of this expenditure in the Revised Budget Estimate for the year 2026-2027 to Government in Finance (Infra.II/BG.I) Department at an appropriate time without fail.
7. The amount sanctioned in para 2 above shall not be paid in cash but shall be given to contra credit to the following head of account:
"K Deposits and Advances (b) Deposits not bearing interest 8443-00 Civil Deposits 800 Other Deposits BM Deposits of Tamil Nadu Electricity Board 801 Receipts 02 Not Bearing Interest" (DPC: 8443 00 800 BM 80102)
8. Necessary commitment in this regard under section 108 of the Electricity Act, 2003 is being issued separately.
9. This order comes into force with effect from 10.05.2026.
10. This order issues with the concurrence of the Finance Department vide its U.O.No.2800/Infra-II/2026, dated 10.05.2026 with ASL No.2026050067.
